I think David has explained the situation extremely well. I agree that we either need to accept “competing” specifications or get more focused (which really means change the W3C business model).
I think David’s “proposal” works to a point, but I don’t, for example, see how it helps SVG which is something Mozilla is committed to supporting yet suffers from a bevy of incompatibilities with common practice (as established in HTML).
And did I mention I don’t speak for my employer? 8-)
